East Jerusalem represents the eastern half of Jerusalem and is viewed by Palestinians as the capital of Palestine. It became the focus of Palestinian settlement around the Old City of Jerusalem in the period after the Second World War and Israeli independence in 1948. Since East Jerusalem fell under Israeli control in the Six Day War of 1967, a large number of Jewish neighbourhoods have also been settled. East Jerusalem is the location of the first campus of the Hebrew University [1] on Mt Scopus, Although the university area and the military base near it were always under Israeli control, even prior to 1967. Despite the high level of coexistence, the area remains a point of contention in Arab-Israeli relations, somewhat intensified since the outbreak of hostilities in the last few years. Between the negotiations at Camp David and Taba, various options were explored to give the Palestinians more of a presence in East Jerusalem, which they claim as their capital. The peripheral villages and neighborhoods to the north and south of the city might have been ceded, although the Palestinians might receive less than full sovereignty over them - "functional autonomy," "administrative control" or "limited sovereignty." In Taba Israel considered ceding some parts of the core areas as well: some of the "Holy Basin" between the Old City and the Mount of Olives, downtown East Jerusalem, the Sheikh Jarrah Quarter, and in the Old City the Muslim and Christian Quarters. The Temple Mount/Haram issue remained unresolved, with Israel prepared to cede "functional sovereignty" (though not official) to the "upper" area of the mosques, while retaining sole sovereignty over the "lower" Western Wall.

Police and their vehicle outside post office STORYLINE: Palestinians and international observers complained that large numbers of registered voters were turned away from Jerusalem's main polling station on Sunday, hindering them from participating in Palestinian presidential elections. The Jerusalem voting has special significance because Israel and the Palestinians claim sovereignty over the eastern part of the city, home to Jewish, Muslim and Christian religious sites. Israel captured the eastern sector in 1967. Israel permitted about 5,000 Palestinians from Jerusalem to vote in the city, forcing the remainder of the 120,000 eligible voters to travel to outlying suburbs in the West Bank to vote. The voting in east Jerusalem took place at six post offices, where voters cast their ballots into red postal boxes - a procedure that allows Israel to say they are mailing the ballots elsewhere rather than exercising sovereignty in the disputed area. Through midday, only a small number of Palestinians appeared to have voted at the area's main post office on the central thoroughfare of Saladin Street. Seven postal windows were set up to receive voters, though at any given time no more than three or four people were casting their ballots. By contrast, two windows opened for regular postal business had long lines. Mahmoud Abbas, candidate for the Yasser Arafat's ruling Fatah movement, is expected to win easily. But analysts said he would need a strong showing to push forward his agenda of resuming peace talks with Israel and reforming the corruption-riddled Palestinian Authority. Arafat died on November 11. Polls opened at 0700 (0500 GMT). Some 1.8 million Palestinians are eligible to vote. More than 2,800 ballot boxes were shipped Saturday to 1,077 polling stations in the West Bank and Gaza. (27 May 2012) Palestinian Airlines is back in the skies after being grounded for seven years by the vagaries of the Middle East conflict. It's a small-scale operation, with just two 48-seat turbo-prop planes, two weekly flights and a borrowed hub in Egypt, but Palestinians say just being on the map again is what matters. The biweekly flights between El Arish and Marka Airbase near the Jordanian capital of Amman mean Gazans no longer have to travel to Cairo, some 350 kilometres (215 miles) from their territory, to board planes. Mustafa Abu Dan, a Palestinian civil servant, on Sunday bought four tickets at a Gaza City travel agency for a flight to Amman. He said he's pleased to be saving time and money, but worried that Gazans and their travel plans will always vulnerable to political upheaval. ` The 15-year-old airline's fortunes have been closely tied to the quest for a Palestinian state. In its heyday in the late 1990s, when Palestinians appeared on the verge of a statehood deal with Israel, Palestinian Airlines operated from Gaza International Airport, flew tens of thousands of passengers a year to Middle Eastern destinations and planned to expand to Europe. Those ambitions were crushed by the outbreak of the second Palestinian uprising against Israeli occupation in September 2000, following the collapse of U.S.-led peace talks. Over the next year, Israeli troops destroyed the Gaza airport and Palestinian Airlines was forced to move its base to El Arish, an Egyptian coastal resort about 60 kilometres from Gaza. Seven years ago, the airline stopped flying altogether after its reservoir of passengers dried up. It had mainly served Gazans who, starting in 2005, could no longer reach El Arish because of increasingly frequent Israeli closures of Gaza's borders. The closures accompanied an Israeli troop withdrawal from Gaza in 2005 and only intensified with the capture of an Israeli soldier by Gaza militants a year later and the violent takeover of Gaza by the Islamic militant Hamas in 2007. Until last year (2011), the vast majority of Gaza's 1.7 million residents were locked inside the territory, in part because Egypt, while ruled by pro-Western President Hosni Mubarak, went along with Israel and largely kept its Rafah passenger terminal with Gaza closed. After Mubarak's ouster in 2011, Rafah gradually reopened and Gazans are now able to travel, though restrictions remain, particularly for men under 40 who need Egyptian security clearance. In one of the many political twists of Palestine air travel, the carrier is owned by the Palestinian Authority, the West Bank-based political rival of Gaza's Hamas rulers. Gaza and the West Bank lie on opposite sides of Israel which has banned virtually all movement between the two territories that, along with east Jerusalem, are one day to make up a Palestinian state. All three areas were captured by Israel in the 1967 Mideast War. The West Bank does not have an airport and Israel has blocked Palestinian Authority plans to build one, citing safety reasons. West Bank residents have to fly from neighbouring Jordan. 15 years after its founding, Palestinian Airlines is barely the size of a tiny commuter airline. But chairman, Zeyad Albada, said it was important for all Palestinians for it to be back in business. "These are planes that raise the Palestinian flag which is a sovereignty symbol for us," he said. The pope is flying first class, along with 11 other Vatican officials. Other members of his party of 46 are accommodated in business class. The pope makes a practice of flying on the national airline of his host country. He flew to Israel on Monday on a Royal Jordanian airliner from Amman. The pope spent Sunday morning in the Old City of Jerusalem, visiting Muslim and Jewish holy sites. Both sides tried to score political points from the visit, insisting that the pope was endorsing their claims by his presence. Israel considers all of Jerusalem as its capital, including the Arab section with the Old City, captured in the 1967 Mideast war. The Palestinians want to set up a state with part of Jerusalem as its capital. The Israeli claim accompanied the pope right up to the stairs to the plane - he walked the red carpet to the tune of 'Jerusalem of Gold' a song celebrating Israel's capture of east Jerusalem in the 1967 Mideast war. The same tune welcomed the pope on his arrival. The body of AP video journalist Simone Camilli was transferred from St Joseph's hospital in east Jerusalem to Ben Gurion airport on Thursday to be flown back to his native Italy for his funeral. At the airport Camilli's AP colleagues gathered around the coffin for a short service which was attended by a priest and Camilli's parents Pierluigi Camilli and Maria Vigna. Camilli, a 35-year-old Italian, died when an unexploded missile believed to have been dropped in an Israeli airstrike blew up as Gaza police engineers worked to neutralise it in the northern Gaza town of Beit Lahiya. He was on the scene reporting on the aftermath of the month-long war, hours before Israel and Hamas agreed to extend a temporary ceasefire for five days. A freelance Palestinian translator working with Camilli, Ali Shehda Abu Afash, 36, and four police engineers also died in the blast. Three other people, including AP photographer Hatem Moussa, were badly wounded.
